This early Aesops Fable from Paul Terry's second cartoon studio is the one about the mice deciding to bell the cat.
This is still early days for cartoons, so we have some things that disappeared in later efforts. For example, the bowl of water is labelled "ice water" and speeches appear in balloons instead of separate titles. But the central gag, of the gathering of mice to discuss the issues being offered as a variation of a national convention, is clever and the gags within it clever.
