This is a response to the previous review. It's unlikely that the episode was filmed on location in Toronto. Old stock footage of Toronto was used for the establishing shots as you'll notice that the cars and clothes in the stock footage are somewhat dated for 1979. Also, I would say that the scenes with the actors were filmed somewhere in southern California (as were all almost all of the Hulk episodes due to budgetary constraints). For example, you'll notice plenty of chaparral, palm trees, and oleander bushes in the background and in long shots where David Banner is driving the cab. Also, the cabs and other vehicles involved in the main action have non-CA license plates, but the cars in the background have the blue and yellow CA plates from the 1970s.
Interestingly enough, the episode is supposed to take place in Newark, NJ as the map on the wall of the cab company is labeled as such.

I thought that in this episode, some of the locations were filmed in Toronto. I recognized one of the landmarks as the former Canada Trust building which is now the TD Canada Trust building. I would like to know if this episode was filmed in Toronto. I have lived in Toronto my whole life and I love it, despite the fact that Toronto has become more dangerous because of increasing levels of crime and violence. I wonder if the late, great Bill Bixby and Lou Ferrigno loved Toronto when the filming of the episode entitled "Behind The Wheel" took place in Canada's biggest city. It's such a shame that Bill Bixby died in November, 1993 because "Rebirth Of The Incredible Hulk" could have been filmed>
David, working as a cab driver for the struggling Majestic Cab Co., owned by Colleen Johnson (Esther Rolle) finds himself being harassed by a loan shark's enforcer. The owner of a taxicab company, in danger of being taken over by drug smugglers ....
What a close shave when McGee, the roving reporter obsessed over the Hulk, climbs into the back of the cab that David happens to be driving. Luckily, he doesn't see him, though he gets close to the hulk, which is a comic scene. Matter of fact, there's a slight light touch, a bit humour running throughout and a good line from Esther Rolle who queries to David about whether he's green about the job. David's expression is priceless. The finale is quite good, rounding up a fun entry.

David Banner(Bill Bixby) finds work as taxi cab driver for a woman named Colleen Jensen(played by Esther Rolle) who is being targeted by gangsters who want her out of business for their own reasons. Of course, as David is currently her sole driver, the crooks target him specifically, which is stress enough when he isn't trying to get a pregnant woman to the hospital, or dodging the pursuit of Mr. McGee(Jack Colvin) after the Hulk makes his inevitable appearance, though David decides to stay around to help Colleen out. Fun episode makes good use of the taxi driving possibilities, as David cleverly avoids the discovery of him when McGee becomes a passenger!

- TriviaThe long gas lines and stations running out of gas were a common problem at that time, as the Iranian Revolution had caused an interruption in the world's oil supply, which produced the scenes seen in these episode.
- GoofsDuring the climax Colleen gets into a cab by herself to pursue David and one shot shows hands resting momentarily on the back of her seat.

[a disguised David has driven McGee to the gas station]
Jack McGee: Do you think you'd recognize this cabbie if you saw him again?
Owner: Are you pulling my leg? Better get out your checkbook.
Jack McGee: What do you mean?
Owner: What do you mean, "What do I mean?" That was the guy!
[the gas station owner gestures towards David's taxi cab, which speeds away]
