Jaime Kuykendall was at the cartel meetings planning the the kidnapping of Kiki and set kiki up. CIA Felix Rodriguez was the one interrogating kiki as he got tortured to death because he thought kiki knew the CIA and the DEA were in bed with the Cartel to fund the illegal war in Nicarragua.
