Very likely intentionally bad
One should not write reviews before at least watching three episodes, but given how much hate this spin-off gets, it's probably OK to point out that it is a continuation of 5 shorts in anime style from three years ago - if you don't know those, don't watch it, nothing makes sense.
The animation style is extremely cheap and dated which must be intentional, I don't think Adult Swim is that short on cash. It looks like web toons from 20 years ago. Production is by Studio Deen who are infamous for bad continuity and sloppy handiwork so the creators must have wanted a cringe parody.
As an anime fan I would love to see R&M adapted by Studio Trigger, but this is a side project, not a serious expansion of the franchise. If you believe that Japanese don't get zany over-the-top humor, you don't know "Gurren Lagann" or "Kill la Kill". It's a little sad that people who don't know anime at all may think this low quality normal.
