Did I just watch an episode of Dexter? I half expect John Lithgow to show up very soon

Not a Colonel!!!

Sherlock calls this woman a Colonel, but her oak leaf clusters are clearly gold, so she could not even be a light colonel. These are a major's insignia, therefore the military consultant to this show really sucked. A lieutenant colonel's rank insignia is a silver oak leaf cluster. A full colonel's rank insignia is a silver eagle. This officer could not have been called Colonel in any stretch of the imagination, therefore the person who was supposed to be watching for stupid mistakes was too busy getting free food from the craft table and showing their importance in other ways like dropping military slang.

Trivia
When Holmes and Bell meet outside the building where Bell said he talked to "Nurse Jessie," a black cat walks by in the background. The sign over the building door says "Winter Storage." This is likely a sly reference to Kitty Winter, Holmes' friend and former protégé.
