It's clear that voyager was highly erratic when it came to quality. For me the early episodes are frequently just plain bad. Kate Mulgrew is still doing her B rate Katherine Hepburn acting, more than a minute with Nelix is too much, the Kazon look ridiculous even for the Star Trek universe. As a matter of fact, the entire entire story arc regarding the Kazon Is a good example of how bad Voyager could be. This mediocre episode is an example of that.
There were occasional good episodes early on, like the previous one- Prototype. And as the series evolved, things got better in many ways.
I think the best way to rewatch Voyager is a chronologic list of its "greatest hits".

Except for a few scenes, this is a rambling lethargic superficial effort. Great cast of veterans that's mostly wasted. There's no sparkle overall, and minimal chemistry between the players. You know it's missing something when even Ben Johnson and Harry Carry Jr don't pick things up much. Tom Selleck and Sam Elliot do their charming big mustache thing but that's about it. The Louis L'Amour adaptation is lacking but mostly you get the feeling that the direction was just lazy. Definitely save this for a time when you are up for a western and you don't have anything better to do. Good buttered popcorn will help.
Because Dominion is about to come out. It's passable overall but without the magic of the original. It's better than the trashy JP 2, but you can't get past the derivative feeling; thinking if this one came first would there ever have been sequels? Also there are some annoying characters, especially Tèa Leoni.
