Looks like the London of this movie is located somewhere in the nation of Wadia, where there's no law enforcement and Admiral General Aladeen reigns supreme.
If you went in looking for some serious plot even after watching the trailer, you've only yourself to blame. It's a straightforward action film and does a decent enough job of delivering on what it promised.
If there ever was anything which came close to being a 'Perfect' show/documentary/motion picture, this is it. The narration by Dr. Cox, the background score, the CGI, the storytelling itself, it's all just stupendously flawless. I can't thank the creators of this documentary enough.
