This game didn't have enough material or meat for it to be a standalone full game. The story was too short, there was too little going on and the second half of the game was made just to get emotional reaction from the people who played the first 3 games and invested their time and effort into each game that ended in cliffhanger.
This game continues to be repetitive, tedious and despite what its name says, it doesn't really reveal anything noteworthy.

This is one of those games that's ok and not too terrible but it has a cult following that makes it appear to be one of the best games ever when it's far from it. The game suffers from several problems which keep it from living up to the hype.
First, its mechanics (especially battle mechanics) are too clunky and buggy to the point of broken. Despite so many people complaining about it for years, developers never bothered to fix it.
Second, the story is full of filler material. There are so many missions where you are just supposed to ride across the map and talk to someone and then ride back and pick up something and deliver it to the other end of the map. These are ok for some side missions but even main missions were like this. This is not creative at all.
Third, voice acting is so emotionless and flat, especially Henry's. You can't tell if he is happy, sad, excited, scared or angry because the voice actor read all lines the same with zero emotion. It's as if someone gave him a piece of paper and said to just read these lines as flatly as possible.
Fourth, the main story is too generic and every plot twist as predictable and there was nothing left to surprise.
Fifth, some of the dialogue is unnecessarily long and excessive. Characters talk for 15-20 minutes about irrelevant stuff just to give you 2-3 sentences that are actually relevant to your mission. There is far too much filler dialogue that was added to the game just for the sake of adding dialogue.
Still it's an ok game when all considered. Just don't fall for the hype and keep your expectations low and you'll be ok.

The game consists of several missions but in reality you play the same mission several times. Every mission is exact same as the one before with very slight iterations.
The gameplay is very poorly designed and glitchy. Also enemies are invisible most of the time or only appear as small dots. You are pixel hunting most of the game. This is also partially because graphics of the game are bad.
Missions themselves made very little sense from a story perspective but what do you expect from a video game?
Still the game isn't so terrible. It's ok at best.
