Let's divide this into parts. Art is fine, drawing and animation are perfectly clean. The pace is a bit fast, with flashbacks that add more context, but it does not feel convoluted, and the progression of the characters is nice, however, the bigger plot has a slow building. I really like this, feels somewhat like Frieren in the pace and feeling of the episodes. I have not read de manga (never had read one), so my perspective is pure and clean from those biases. It is very enjoyable, I stumbled upon this anime by chance and have enjoyed it a lot. It is a bit bloody, not so much as other more popular animes, but aside of that is SFW and the main character is such a nice and relatable guy that makes you connect with him, it is a very good watch.
So if you watched the first film, will be pleasantly surprised that this second film is kind of the same, but much better. Is a double down on the noir theme, the number of quality Colombian actors increases and we have a very veteran cast that is simply delightful in it's performance (except the Police Captain). The psychological theme also takes preponderance over the political, and this makes wonder if we will have a third film with this very dark and intriguing universe of the Kasbah, the Gotham of this Colombian cineasts. Some secondary characters reappear, following the fallout of the ending of the first film, but it may not be completely necessary to watch the first one in order to enjoy this one.
Being the first one done for this little universe, is well done. A former journalist and professor will get his feet wet in a crime story that revolves between power, politics and water. The movie has a noir theme, with very good acting, both will get heavier and better in the second film. The story of this first one is self contained, so no issues if you jump to the second one. The movie is based on the books of the dark themed author Mario Mendoza, so it was very enjoyable plot and film wise . Pace begins slow, but with every new happening increases to it's boiling point and has a satisfying ending, not wanting to say sad or happy, but complete and matching to the film's tone.
