Low budget Z grade movie. It is boring and dull. There is no real action. Mostly talking and more talking. And a lot of scenes of two cars with antennae on them and some sort of electronic equipment in the back seat A lot of stock footage at the beginning, then limited to a very few locations all withing walking distance of each other. The characters make no impression on you, even the titular 'phantom', I take that back, the cop kept putting his feet on the furniture for some reason, maybe he wanted us to see his socks.

Anyway one of the dullest 'sci-fi' movies I have ever seen.

I'm not sure what this movie is trying to be. It's a T&A movie certainly but the weird editing makes it look like it wanted to be either a soft core or is a heavily censored hard core movie. While there is a copious amount of naked breasts and the women have some great bodies there are some sudden cuts at points where things start to get interesting and go to a completely different scene. The cuts just make it seem like it was being censored for some unknown reason. The version I watched was English dubbed and wasn't a bad dub, but I think there is a lot of things lost in the translation. If you want to see boobs this is fine, but honestly the story doesn't really make sense.
