This is an old movie. It matches the description of Broken and Bleeding (1998) which has the same cast. That explains the apparent age of the actors, the 4:3 aspect ratio, and poor recording. But I watched it as Shot to the Heart (2018) on streaming. Not sure if this is a modified version rerelease or what.

It does seem to be a low budget movie, and on those terms it's not too bad. I had moments where the acting didn't convince me. The plot and characterizations were a little brief, which is probably more a reflection of its age. Not something I would recommend, or watch again, but it might work if you are running low on stuff to watch.
