This has got to be one of the most suspenseful episodes of MI ever. I certainly don't understand the reviewer who gave it 3 and said it lacked effort. So much the opposite. For a start it was so easy to understand and follow, they had to stop a madman before poisonous gas is released. It has great guest stars like Tyne Daily and another early appearance of Ron Masak. And it had one of the greatest shoot out endings (MI only had a few of them) which took place at Griffith Observatory always a great location.
In fact I think the last few episodes from Blues to Nerves were the best and strongest I've seen of any season.

Originally had this at 8 but the sub plots of the exploding package and especially the ridiculousness of Elaine and the doctor conspiracy against her is just so far fetched even for Seinfeld. So unfortunately, that takes away from the hilarious stuff of George and the photo clerk (although a bit cringy to watch as well) coupled with Newman and the Post office stuff! Really hard to watch mist of it.
