Sift flour with 1 cup sugar. Whisk egg whites with water, salt, cream of tartar, and vanilla until soft peaks form. Gradually add sugar, beat until stiff peaks form. Fold in flour mixture in 6 parts. Bake in an ungreased tube pan for 35-40 mins. Cool inverted. For frosting, whisk egg whites, sugar, water, and cream of tartar over simmering water. Beat on high until fluffy.
