The United States Civil Service Commission published an Annual Report for much of its existence. The exact title varied somewhat over time.
The United States Civil Service Commission was created by Congress in 1871, but was not consistently funded until the early 1880s. The Commission's first Annual Report was for 1883-1884. No issue or contribution copyright renewals were found for this serial. (More details) The Commission was dissolved in 1978, with much of its functions taken over by the Office of Personnel Management.
