A stolen SUV terrorizes vehicles off the streets of Sand Springs, Oklahoma, and turns into an unlikely but lethal weapon. An officer in pursuit thinks he has the runaway cornered in an elementary school yard, but the vehicle speeds out, straight towards him. In Davenport, Iowa, officers try to follow a stolen pick-up truck through a dust cloud on a gravel road and find the fugitive has switched vehicles and is fleeing in a hijacked garbage truck. Ahead, the police chief sets up a road block but the truck blasts straight over a spike strip, through his car, and leaves the officer fighting for his life. In the quiet town of Estill, South Carolina an officer investigating a disturbance at a liquor store, talks to the suspect, who shoots him without warning at point blank range.
