Well restriction on one side of the cervical spine can absolutely lead to not only neck pain itself, but also uncomfortable head symptoms. In this video I an exercise that involves actually moving toward the stiff side. Reason being most people assume that a muscle is tight on the stiff side so they try to stretch it by pulling away, when really, it could be tissue that needs to be put back in position by moving towards the stiff side.
