All you need for this nail art is a dotting tool. Paint your nails with the base color, then dip the dotting tool into the white polish. Place connecting dots up the nail. Once that is dry, dip the dotting tool to the next color of your choice and place over the white dots. Seal it with a glossy or matte top coat.
