Over the centuries the Roman Empire adapted to fighting nomadic and mounted populations by creating new cavalry units, enlisting Mauri (light cavalry), Illyrians, Cataphracts and even horse archers. Already in the 3rd century the Roman army was much more composite and capable of facing any type of enemy. At the same time, however, the Romans increasingly needed men (there were too few of them in the empire) so they were forced initially to have barbarians settle there, then to make punitive expeditions to take them across the border (especially starting from the era of the tetrarchs ). In any case, the infantry progressively lost importance and the army became much more flexible and organized into smaller units that could intervene if necessary.
