THE ADVISORY COUNCIL ON WORKFORCE DEVELOPMENT ACT

HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:
The following definitions apply in this Act.
"advisory council" means the Advisory Council on Workforce Development established by section 3. (« Conseil consultatif »)
"minister" means the minister appointed by the Lieutenant Governor in Council to administer this Act. (« ministre »)
"sector council" means an organization designated in the regulations as a sector council. (« conseil sectoriel »)
The purpose of this Act is to facilitate and encourage the cooperative participation of employers, employees and labour organizations in the development of government policies and strategies for developing Manitoba's workforce.
The Advisory Council on Workforce Development is hereby established.
The role of the advisory council is to consult with sector councils and provide information and advice to the minister about workforce trends, and about initiatives, policies and strategies for developing Manitoba's workforce.
Composition of advisory council
The advisory council is to consist of
(a) at least seven and not more than 10 persons appointed by the minister, a majority of whom are to be selected from a list of persons recommended by sector councils; and
(b) the deputy ministers of the following departments, or their designates:
(i) the department for which the minister is responsible,
(ii) any other department designated by the minister after consulting with the minister responsible for that department.
When appointing members of the advisory council, the minister must
(a) ensure that the council includes representatives from northern, rural and urban areas; and
(b) seek to have the council reflect the perspectives of employers, employees and labour organizations.
Members appointed by the minister are to be appointed for a term not exceeding three years.
When a member's term expires, the member continues to hold office until he or she is reappointed, the appointment is revoked or a successor is appointed.
The minister must designate one of the appointed members of the advisory council as chair and another as vice-chair, to act as chair when the chair is absent or unable to act.
The minister may approve the payment of remuneration to the chair and reasonable expenses to members of the advisory council.
The minister may provide resources from his or her department to support the work of the advisory council.
The advisory council may establish its own practices and procedures.
Designation of sector councils
The minister may make regulations designating organizations as sector councils for the purpose of this Act.
This Act may be referred to as chapter A6.5 of the Continuing Consolidation of the Statutes of Manitoba.
This Act comes into force on the day it receives royal assent.
