THE INTERIM APPROPRIATION ACT, 1999

HER MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:

Definition, "estimates"

In this Act, "estimates" means the Manitoba Estimates of Expenditure for the fiscal year ending March 31, 2000 as laid before the Legislative Assembly at the present session of the Legislature.

Expenditure authority for 1999-2000

From and out of the Consolidated Fund of the province there may be paid and applied a sum of $1,942,548,615., towards defraying the several charges and expenses of the public service of the province not otherwise provided for, and being 35% of the total amount voted as set forth in Part A of the estimates.

Authority for capital investment

For the period from April 1, 1999 to March 31, 2000, there may be paid and applied a sum of $39,639,880. out of the Consolidated Fund for capital investment not otherwise provided for, and being 35% of the total amount voted as set out in Part B of the estimates.

Amortization amounts

For greater certainty, amounts included in Part A of the estimates in respect of the amortization of capital investments may be charged to the Consolidated Fund in accordance with the accounting policies required to be stated in the Public Accounts, but shall not be paid out of the Consolidated Fund.

Authority for future commitments

The expenditures committed by the government under section 45 of The Financial Administration Act during the fiscal year ending on March 31, 2000 for the purpose of ensuring completion of projects or contracts initiated during that fiscal year shall not exceed an aggregate amount of $100,000,000.

Abatement of authority

On the coming into force of this Act, expenditures made under the authority of the Special Warrant issued pursuant to Order in Council 158/1999 to provide money for the operation of the Government of Manitoba in the fiscal year ending March 31, 2000 shall be deemed to have been made under the authority of this Act, and that Special Warrant shall cease to have effect.

Effect of other Appropriation Acts

When an Act, other than this Act, for granting to Her Majesty certain sums of money for the public service of the province and for capital investment for the fiscal year ending March 31, 2000 and to authorize commitments to expend additional money in subsequent years is passed at the present session of the Legislature, expenditures and commitments made under the authority of this Act are deemed to have been made under the authority of that other Act, and this Act ceases to have effect on the coming into force of that other Act.

Application of money

The due application of all money expended under the authority of this Act shall be accounted for to Her Majesty.

Coming into force

This Act is retroactive and is deemed to have come into force on April 1, 1999.
