That's an unnamed character from Durarara!!x2 Shou; basically she's one of Mairu Orihara's classmates who takes part in bullying her, and the image is Mairu getting revenge on her. As far as I'm concerned that bully has no name, so best I can tell you is that the image comes from episode 2 of the series. |

That's the Protagonist from Persona 3, as he appears in Persona 3 Reload. Fans typically refer to him as Minato Arisato or Makoto Yuki (names taken from spin off media where he needs to have a name) for simplicity. Actually, on checking things out, it seems Makoto Yuki has in fact been made his canon name.
