It got me. I am interested in the world, and have put this book on my list of books want to read.
The world appears to be after a WWI type "great war", with the protagonist a physician who is hiding his magic ability. Rulers (including his family) control weather with controllers and power suppliers. He doesn't want to be the power supplier slave and prefers healing people. He has to kick people out of his hospital to make room for returning veterans.
There are other aspects that aren't fully explained in these chapters. There is a character who isn't really human, and there are psychiatric war victims who have a being in their mind that tries to ge them to kill people.
