Eiichiro Oda (尾田栄一郎, Oda Eiichirō) is a Japanese manga artist, best known as the creator of the manga and anime One Piece.

As a child, Oda was inspired by Akira Toriyama's works and aspired to become a manga artist. He recalls that his interest in pirates was probably sparked by the popular TV animation series titled Vicky the Viking. He submitted a character named Pandaman for Yudetamago's classic wrestling manga Kinnikuman. Pandaman was not only used in a chapter of the manga but would later return as a recurring cameo character in Oda's own works.

This volume's highlight is right there in the title. Luffy reveals his first new battle form, and begins the march of shonen super-modes in One Piece. It's a great moment as it happens, and in retrospect, one of the pivotal events across the series that comes to change a great deal. It did rather come out of nowhere and with no foreshadowing whatsoever, but it makes well enough sense in-universe and, more to the point, the emotional stakes are unquestionable: Luffy makes it very clear why he went through the trouble of kicking himself into a new gear. Whereas Goku sought strength for its own sake, Luffy needs to be the strongest to protect his friends. This is his way.

Apart from that one moment, though, the volume's a bit lackluster. It lacks the great emotional moments of what's to come, and the fights aren't as entertaining or hilarious as they were in the train. It's mostly just the Straw Hats making their way through Enies Lobby itself. Still good, but can't reach the heights of its befores or afters.

everyone in CP9 is so dramatic

love how they just assume people will make songs about them

"i will be neutral in this matter! so i sentence him to death!"
that's what true neutrality looks like

"where's Luffy?"
"idk, it's a big Island. let's start searching over there where the explosion is."

One Piece, Vol. 40 continues where the previous tankōbon left off and contains the next eleven chapters (378–388) of the on-going manga series.

This tankōbon continues the Enies Lobby Arc. The Straw Hats lay waste to Enies Lobby, defeating anyone who tries to keep them from Nico Robin. As the rest of the crew deals with the less formidable guardians of the island, Monkey D. Luffy goes ahead and calls out to Cipher Pol 9 (CP9).

Only one member of CP9, Blueno, agrees to fight him, remembering how quickly Luffy was defeated in their last encounter. As the battle progresses Luffy demonstrates his ability to use one of CP9's abilities. After using his "Gear Two" and before demonstrating his "Gear Three", Luffy defeats Blueno and calls out to Robin that he is there to rescue her.

This tankōbon is written and illustrated by Eiichirō Oda. For the most part, it is written and illustrated rather well. The Straw Hats, the Franky Family, and the Galley-La Company team up to rescue Nico Robin, save Franky, and avenge Iceburg. To do this, they attack Enies Lobby, a government stronghold where CP9 is based, effectively declaring war on the World Government.

All in all, One Piece, Vol. 40 is a wonderful continuation to a series that seems really intriguing and I can't wait to read more.

Fine Volume: slow progress, Blueno vs Luffy fight, and Gear two were the highlight of the whole thing.
I loved that Jet Bazooka attack.

This arc continues to blow my mind because it’s just non-stop action and insanity and it’s the best of the entire series so far. I can’t believe I’m not even halfway through yet!!!

+ The power levels of the CP9 guys are impressive but they're all going down.

+ I hate their three headed judge.

+ The Battles are exciting and yeah, 'Spanda' is a terrible megalomaniacal idiot. I am all astonished.

+ They are hurting the King Bulls. Take them out, all of them.

+ Wow, the Navy totally lied to the Elbath warriors to get them to work for them. I'm *totally* surprised. But Usopp got to find more Elbath warriors to befriend, so maybe it works out.

+ I'm totally hating the Ms. Golden Week miniseries, but I liked seeing Mr. Two 'somewhat' normal.

+ So the girl and puppet guy now have unknown Devil Fruit powers. That should be fun.

+ Wow, idiot (Spandam) really thinks a lot of himself. And the gold transponder snail looks cool, in a creepy sort of way. Wow, he's whiny and a coward. Please say he dies.

+ Gear Two? LOVE!!!! The steam is a nice touch too. Luffy, even more powerful. That's kinda scary. And he figured out their Sheer step. That's scary considering he's usually not the brightest bulb. And he shrugs off what it might be doing to his body because he's doing it to ensure he loses none of his crew. Ahhhhh. He's already defeated one CP9, but there's more to go.

+ Kororo's figured out about Luffy: "When the fight is over, the world will ring with the sound of that Straw Hat Boy's name."

A rollicking, non-stop mass battle as the Straw Hats invade the World Government's "Judicial Island" and smash through its defenders. If what you like in a One Piece arc is the plot denouement and the battles with key villains, this volume is more filler - at least until the last two chapters. If what you're interested in is seeing Eiichiro Oda cut loose with seven episodes of beautifully choreographed and planned mayhem, then this is magnificent, like a Peter Jackson battle executed by Tex Avery.

ENIES LOBBY ARC - PART 1
1. what constitutes a person with a power level of 10? where would the strawhats fall under? i hope the chapap guy will comment on it, when he ends up fighting with them

2. oimo and kaishi's backstory really doesn't interest me, but because it's about elbaf, i assume it's gonna have some importance

3. so how do people know what type of power a devil fruit has? or will they only know once they've eaten it? does one have to eat the entire fruit to get the power? does one bite suffice? if yes, can several people bite off a fruit and gain the same power?

4. what the hell is that power luffy has thought up? SECOND GEAR, HELLO?

More than ever I find comfort in Luffy and the Straw Hat’s epic standoff against a corrupt world government- it’s too prevalent right now in this political landscape…. (welp)

Anyway, second gear pose ⚙️ is so iconic.

Following that huge declaration of war, it was only necessary for this next volume to begin the numerous battles, allowing every member of the Straw Hats to go up against a member of the CP9. Wild and exciting, you know things are only getting started!

It was a fun volume and so rad, its basically them arriving at Ennies Lobby and battling all the guards and all to get to rescue Robin. Luffy charges infront and he has such great moments where he is fighting so many guards and all, and its funny the way he defeats them and even the boss Spandam is shocked one man can take out 1000s of troops and his fight with Blueno spectacular, seems like he is getting new moves. Also Zoro and others have cool moments as well, though Usopp befriends new giants and that was awesome to see! Also seems like Buster Call maybe coming soon and next up: Luffy vs CP9! Oda on fire with this arc!

I must admit the Water 7 + Enies Lobby are two of the best arcs this series has shown so far. The pacing is a lot more carefully constructed this time around, the characters and the enemies are a lot better than previously (grrr, Foxy), and it's an all together better tale than most of the stuff up to this point.
The art's been improving greatly in the last volumes and there are fewer panels where it's almost impossible to discern what the Hell's going on.

This volume was much better than the previous one. Having started the Enies Lobby arc since the last three chapters of volume 39, the action really got higher. Also, we got a lot of fights against the marines and one of the CP9 team, even though he was not one of the strongest. The last scene of the last chapter was a heart-taking moment, when Luffy calls Robin with all of his might saying he came for her.

HAHAHA “leave it to luck”

”As we've gone through each island, all of us have been slowly getting stronger, even if we haven't realise it. He, too, with every island he's visited, has overcome death.”

the giants realized that the marines were lying to them and now they're on luffy's side.

”Robin!!! I've come for you!!

(chapters 378-388: 5 stars) everyone attacks the island and it’s perfect! loved how usopp, who still isn’t my favorite at the moment, explained to the giants how they were lied to for 50 years, effectively turning them against the navy. i think it may be safe to assume that the franky family and galley-la company are strawhats now…

Volume 40: Chapter 378-388
Saga 4: Water 7
Arc 16: Enies Lobby

The battle continues. The two giants, Kashi and Oimo, who guarded the gate were joining the pirates' side after Sogeking told that their boss, Groogy and Brogy were still alive.

Luffy faced Blueno. He used his new technique, Gear Second and easily defeat Blueno.
