Basically The Grasshopper And The Ant

Two crows spend their time laughing at the hardworking animals of the forest and trying to scrounge meals. When the winter comes, though, they sing a different song.

It's one of the cartoons that Ub Iwerks released through Columbia after his contract with MGM had expired. It's a well produced variation on Aesop's fable about the grasshopper and the ant, and there are a couple of sequences in which they borrow some of Laurel & Hardy's routines to good effect.
