The literal translation of the title of this film is: Vehicle Accident Incidents.
Economic reform introduced in China in the early 1980's created rapid economic boom and one of the benefits it brought to the general public was that many more people could afford to have bikes, but accompanying this boom, so are the increase in accidents. By providing an honest description of the vehicle accident investigation, the movie gives a sympathetic look on law enforcement and traffic regulatory agencies that were ill prepared for the incoming boom due to lack of resources.
