Pleasant Little Comedy

A man destroys another man (who appears to be a cyborg). He rips off his arm and then is on his way. It is mostly and ugly, bloody confrontation. The world is apparently being flooded and inhabitants are required to go under a transformation if they are to survive. There is a woman to be saved. It appears that this is actually a part of a much longer film.
