The executive calls in his head of personnel and spends his time complaining about his workers and how some of them abuse the twice-daily ten-minute coffee break. With 400 employees, this executive has constructively spent his time working out how much the regular coffee break costs the company, and spends much of this short moaning about people who might take extra time.
Speaking as someone who managed an office, this sounds like an executive who's anxious to annoy every worker, destroy initiative, and make sure that anyone who can possibly get a job elsewhere is incentivized to do so. True, you'll show a short-term increase in profits as the backlogs disappear. Then when the trained personnel leave, well, that's not so easily measured, is it?
