I've seen some bad films about gangsterism, such as the bad comedy flick, "Mafia," a few years back, but this is more like an independent film attempt that falls short. I'm not knocking indy films, I think they are important -- but certainly the fault in this film lies with the director. Some of the acting is "on the nose," and characters seem miss-cast, like they were perhaps the friend of the director. I'm not blaming the actors. Probably budget had a lot to do with its poor quality and pacing; and not enough re-writes. I thought the ending was good, and the first 10 minutes -- the rest in between, not so much. My suggestion for this director is to spend more time developing the script, then get a professional casting director to cast appropriate actors in the part -- sometimes a director can be blind to using his friends, who may be talented, but just not right for the part. Also, I would stick to a genre that the director really knows, like straight drama, or horror is easy to cut your teeth on.
