For the line "That's your rationale for killing people?" (at 48:21), the character's mouth doesn't match the words at all.
Dexter tells Harrison that he was around Harrison's age when he started exhibiting violent tendencies. He was actually shown numerous times in Dexter (2006) to be as young as 8 or 9 when Harry first started noticing Dexter had his urges. For example, he found out about Dexter having killed neighborhood animals and forbade Deb being given a new puppy.
