This two-reel comedy from 1921 is very old-fashioned and chaotic for the year it was made. Cliff Bowes does an imitation of Chaplin from about 1915, complete with bowler, vest and mustache. Al St. John does some trick bicycle riding -- that was his stage act a decade earlier and while he would continue to use bits and pieces from it for another half dozen years, there is no sign of anything new in any of them.
Even the story is pretty much a retread of something out of a lesser Keystone from 1915. They eat paste. They make a general mess and they get involved with a mad anarchist named D.E. Stroy (get it?) who wants to blow up everything -- his motive seems to be to produce more gags for the movie.
Bowes and St. John each performed in better movies. I would suggest you seek them out and give this one a miss.
