In many jurisdictions, and especially Toronto where this movie takes place, a landlord cannot evict an apartment block of tenants en masse so that the building can be sold to another developer. This would require breaking all the leases which all the tenants in this movie have. Leases are legally binding contracts to both tenants and landlords and cannot be arbitrally broken.
