The hook for this film is that Inspector Zenigata is off the case and a new more ruthless officer is assigned to catch Lupin and the gang. But, like usual, Lupin isn't too concerned about being caught and goes on to try to steal money from illegal arms dealers, this time accompanied by Zenigata.
This is a good Lupin III adventure. Fujiko is used for some good undercover work. Zenigata and Lupin work well off each other. Goemon has a struggle to overcome. But the real highlight of this one is Jigen. He has a subplot between him and this movie's one-off lady, Russian Engineer Karen Korinsky.
The villain, arms dealer John Klause isn't that memorable. But he clearly has a crush on Fujiko, which makes him the most relatable character of the movie.
The movie does seem like it is juggling too many things at once and loses its focus as it goes on. The animation isn't one of their better aspects this time around. But overall, this is still a fun Lupin adventure.
Trust the captain, this voyage is going to good places.
