The wolves are a symbol of freedom and "recklessness" so lana could be unleashing the side of femenity ppl is afraid of, the kind of women who are shamed because of their non conformity. It is about being free and loathing for freedom, the freedom which can be found while driving on the open road her red racing car, and then swallowed by a tornado, which suddenly makes her change into a complete reality, where she's finally free.
