    'The Weight of Chains 2' is a documentary film largely dealing with the effects of the Washington Consensus economic doctrine on the newly established former Yugoslav republics, but also with neoliberalism as an economic concept. Through interviews with Noam Chomsky, Oliver Stone and many others, the author, Serbian-Canadian Boris Malagurski, attempts to analyze why so many people in the Balkans are disappointed with the systems imposed after the fall of socialism and how capitalism could be improved. Looking at the examples of Ecuador and Iceland, the film tries to uncover alternatives to the prevailing orthodoxies of Western economic dictates and help developing nations find their own way to shape their economies and their countries.

Few months after Croatia seceded from Yugoslavia, Federal military installations are still present with previously recruited Croatian boys trapped inside. One such installation is a garrison on a small Dalmatian island, commanded by Major Aleksa Milosavljevic. Besieged by local militia, Major Aleksa threatens to blow up ammunition depots with half an island in case of any hostile action. During the stalemate, art historian Blaz Gajski comes from Zagreb in order to rescue his son from the barracks.

Whilst stationed in that house they would get attacked by rebel Serbs, Serbian Special Forces and the JNA (Yugoslav People's Army, also reffered to as Yugoslavian National Army). Their resistance to the attackers would last 24 hours whilst their fellow combatants would attempt to try and get them out of there. The movie and story is based on true events which happened during the Croatian War of Independence.

For Luka, the mayor, this is the opportunity to turn entire island into Tito-themed amusement park. Tito's WW2 veterans, on the other hand, don't believe in ghosts; for them, the apparition is actually Tito himself, who had returned in order to lead them into a new revolution which would restore Communism.
