Emil Koch is a dock worker, chairman of the workers in Nakskov and social democratic city council member. He supports the demands of the unemployed to the city council and is prosecuted at the Supreme Court for being the instigator, when the Nakskov workers defy the police's ban on demonstrating during a violent battle three months later.
