Having been United Nations Under Secretary General for Communications
and Public Information since 2002, he campaigned to succeed Kofi Annan as
Secretary-General, but finally withdrew his candidacy.

Completed a Ph.D at the Fletcher School of Law and Diplomacy at Tufts
University between 1975 and 1978.
