Born in Los Angeles, California, Elliott attended Regis University in Colorado, and graduated with degrees in finance. After serving in the Vietnam War, Elliott worked as an associate producer for Columbia Pictures, Universal Studios and Walt Disney Pictures.
In 1977, Elliott co-founded International Picture Show, Co., and served as the company's vice president. His involvement with the company earned him Academy Award nominations for the films "Soldier of Orange (1977)" and "The Magic of Lassie (1978)". Elliott also helped make the films "The Prize Fighter (1979)" and "The Private Eyes (1980)", both starring Tim Conway and Don Knotts. Elliott continued to work with Conway, making the "Dorf" video series.
He also worked on "Cage (1989)", "Cage II (1994)", and "Boys Will Be Boys (1987)", a 21-episode Fox TV show. In 2004, Elliott acquired Sunn Classic Pictures, Inc. and became the president and CEO of the company. He also oversees the staff and corporate financing of the company, and also designed and oversaw the development of Sunn Classic's studio and theme park. Elliott also serves as a member of Directors Guild of America, and produces the American Veterans Award Show in conjunction with The Veterans Foundation, Inc.
