Thomas Hughes was born on 11 December 1925 in Mankato, Minnesota, USA. He was married to Jane and Jean . He died on 2 January 2023 in Washington DC, USA.
He was a high-ranking official in the US State Department in the 1960s, where he argued against the escalation of the Vietnam War. He later became president of the Carnegie Endowment for International Peace.
