As usual, the age 30 applies to the year of the ceremony, regardless of the actor's actual birthday. The late Heath Ledger isn't included, this has actually nothing to do with the popularity of his performance as the Joker but like James Dean in the first 2015 poll, posthumous performances aren't taken into consideration less for technical reasons than because it would trivialize the tragedy of their deaths.
