Prosecutors, police chiefs and sheriffs never really talked about a war on drugs. They would use the term 'you can't arrest your way out of this problem'. The 'war on drugs' is a good bumper sticker, but we know that the drug problem is unbelievably complex. There is no bumper-sticker answer.
