This is another cheapo murder-mystery cranked out by hack Richard Thorpe for Chesterfield Pictures (a small outfit that cranked out films until it folded up in 1936). In this one, taking place at a university, a man is killed inside a campanile tower on the campus, but there was no exit from the top and the door at the bottom was shut and barred just after the killing shot was fired (the door barred by ace reporter Charles Starrett who JUST HAPPENS to be on the spot). So, it's a howdunit AND a whodunit. But, aside from the wrap up, it's also a bore. And it commits that lame sin of having the killer freely confess to the murder for no good reason.
