Like the novel it is based on, the film has an allegorical nature, so the uniforms and other characteristics of the "Empire" are not meant to refer to a single specific nationality, but to evoke the different notions of power and superiority that different Empires have created throughout history. This same notion applies to the concept of "Barbarians".
