The spy network was operated by the Kurokuwa clan. The assassinations were performed by the Yagyu clan. And... Itto Ogami was the Shogunate's Official Kaishakunin Executioner, privileged to wear robes bearing the Hollyhock Crest of the Tokugawa clan.
