No, it is not. It is actually a re-cut version of the original 1974 Gone in 60 Seconds. The only differences is that it contains a lengthy opening car chase and new scenes featuring H.B. Halicki, Hoyt Axton, Dan Grimaldi and some of the original cast from 60.
To some degree, yes. It seems H.B. Halicki was not satisfied with the original opening of the film and replaced it with a (almost) new car chase. A reference to this can be seen in The Junkman when Halicki is instructing film editor Warner E. Leighton that he wanted the first few minutes of the movie changed.
Because he does not see him as a suitable fit for his daughter.
