Don't try to understand anything

It's about an employee whose mission is to deliver 3 animals (a donkey, a monkey, and a goat), to the Cairo House of Money, as a custody, and many comic paradoxes revolve around this task.

An important social comedy movie that dealt with government red tape, some rigid laws and regulations, and ridiculed bureaucracy

It's on youtube you should go watch it.
