In the fantastic and beyond reality that is Home Alone 2, Kevin should not have gotten any farther than his story and presentation of the credit card. Tim Curry's Hector would have been summoned over immediately. Peter's name would have been on the card and since Kevin's name is on the backpack and he also has the wallet, address book, etc, they would believe he is the son. They would have immediately contacted the police and CPS to hold him as he is a minor and contact his parents and/or other family in this case. Since the check-in went the way it did, Hector had every right to be suspicious but he should have approached Dana Ivey's character right off to stop it. But, it is a movie and it would be over rather quickly.

Because, as Kevin's mom states; they're idiots. Kevin gave a convincing story and as it's a movie, his story was accepted. When in real life, it would never have happened.
Chances are he was the hotel's head of security. If you look closely you can see that he is wearing an earpiece which would suggest he's a security officer. Furthermore after Kevin escaped from Mr. Hector down in the lobby the next thing he said was "get me security."

Heather isn't Kevin's sister but rather his cousin. She is the daughter of Uncle Rob, Peter's brother who was living in Paris in the first movie and owns the house seen in this one. While the familial connection isn't explicitly stated on screen, it's touched upon in the original movie when Heather tells a disguised Harry "my parents live in Paris." It's possible she was still in America to finish her schooling.

Ten-year-old Kevin McCallister (Macaulay Culkin) is left alone when he mistakenly boards a plane to New York while his family is on a Christmas vacation trip to Miami, Florida. Using his father's credit cards, Kevin gets a room at the Plaza Hotel. Unfortunately, he encounters the Wet Bandits, Harry Lime (Joe Pesci) and Marv Merchants (Daniel Stern), who have escaped from prison and are plotting a new heist at E.F. Duncan's Toy Store.
