The Prime Minister died in compromising circumstances, when he was staying overnight with his girlfriend Isabel dos Reis (Ana Bola). Four of his steady supporters who occupy the top party positions meet just after the funeral in a room, where the late Prime Minister photo (Herman José) seems to look at them with a mischievous smile. The four politicians discuss strategy during a card game, and soon it is clear that the Vice Prime Minister, José Sousa (António Feio) does not has it to take the late man's place, as he is not even able to distinguish the cards he should play. Temudo (Norberto de Sousa), the party's public relations officer, is unable to speak more than two words at a time. Batalha (Victor de Sousa) is ambitious and speaks a lot but is a simpleton. All are manipulated by Clara Cunha (Ana Bola in a dual role), the PM's chief of cabinet - a cunning woman who schemes to turn what was about to be a moral scandal into a party's victory over the opposition. After the election results are announced, even Ana Pacheco (Maria Rueff), the PM's widow, appears on the TV journals applauding the victory of Isabel dos Reis as new Prime Minister...
