When traveling through the Navy Pier and Lake areas, some poles may appear with their lights turned off. It was not a purposeful ambiance effect, but rather a programming error. A small error in the source code caused this "blackout" in the aforementioned areas.
The game's NPC and vehicle generation system did not allow another car in the scenario to be created with the same model and color as the car chosen by the player. You would never see a civilian sporting a machine like yours while riding it.
After this game, the franchise never managed to win over the public again, who saw their expectations end up being fulfilled in the Grand Theft Auto saga, which became exactly what the Driver series should have become.
