A death row inmate named Silvio Machado is allowed out of jail to attend his mother's funeral, during which he escapes custody in a bloody shootout arranged by his former gang. After chasing him all over the city, Lt. Conrad Rose and his team eventually lure Machado to his girlfriend's apartment, where a firefight ensues with a tragic and surprising outcome.

Connie taps former U.S. Marshals Service member Eddie Drake to join the Fugitive Task Force. As Drake undergoes the scrutiny of the team, they are called in by the LAPD to help apprehend three suicidal gunmen. When the body count mounts, Connie and his agents find themselves in a showdown with heavily armed Serbian war criminals who have nothing to lose.

The Fugitive Task Force races against the clock to apprehend a psychotic child killer after he escapes from a mental hospital and abducts another victim. As Connie and the team go after the killer, Jimmy McGloin is haunted by an event from his past that could compromise the investigation. Connie faces a nightmare of his own when his daughter goes missing.

The team pursue a Mexican murderer who has escaped from prison after killing a white supremacist as an escalating race war ensues around them.
