It was decided that the country that won the contest would not necessarily host the next contest, in order to reduce the pressure on the contestants. As such, the next host was decided before the contest was held. In this case, the United Kingdom was chosen; however, the UK broadcaster ITV pulled out in May 2004 due to finance and scheduling problems. The venue was therefore moved to Croatia, the winning country of 2003, but the Croatian broadcaster HRT reportedly forgot that the prospective venue for the event was already booked for the period the Junior Eurovision Song Contest was to take place. For this reason, Norway's NRK organized the next contest, which took place in the Lillehammer Håkons Hall, the Ice Arena from the 1994 Winter Olympics.

Marija and Victorija, from FYR Macedonia were found to have been miming to their song during their practices, which was a breach of the Junior Eurovision Song Contest rules, as all song must be performed live. They still went ahead with enough time to be able to perform live on stage.
